An excerpt from ISNetworld® RAVS®* Safety plan OHSMS - OHSMS - Performance Evaluation Program - Global

A comprehensive Occupational Health and Safety Management System (OHSMS) performance evaluation program for Replace with Company Name involves systematic processes to measure, monitor, and improve the effectiveness of our health and safety practices.  The Responsible Safety Officer (RSO), Replace with Safety Person’s Name is responsible for implementation of this program.

Objective Setting
The RSO, in collaboration with Project Managers and Supervisors will define clear and measurable performance objectives for each type of work performed on our projects sites.  Establishing criteria to compare the performance of the OH&S management system is needed to determine if the system is meeting expectations or if change is needed in specific areas.  They will establish key performance indicators (KPIs) for health and safety, such as incident rates, compliance rates, training completion rates, and hazard identification.  BLS (Bureau of Labor Statistics), OSHA, and insurance workers’ compensation rates may be used as resources to establish performance benchmarks for a particular scope of work.  [2]  Senior Management will review established criteria periodically, but not greater than annually.

Data Collection and Monitoring
The RSO, or designated managers or supervisors will systematically collect and monitor health and safety data.  They will implement tools and systems for tracking incidents, near misses, safety inspections, training records, and corrective actions.  The following written reports used for monitoring, measuring, analysis, and evaluation of the OH&S system’s effectiveness are:  [1]
