An excerpt from ISNetworld® RAVS®* Safety plan Inert Space Entry Program

 PURPOSE

 Provide guidelines for jobs involving entry into Confined Spaces with Highly Hazardous or Inert Atmospheres (Oxygen Deficient). The overall aim is to ensure that jobs are performed safely and due consideration is given to protecting the welfare of personnel and property.

 SCOPE

 All work involving entry into Highly Hazardous Inert Atmospheres (Oxygen Deficient) confined spaces as defined in this procedure, requires the issuance of an approved Entry Permit (JRF-106). This procedure is intended to be used in conjunction with established procedures such as Safe Blinding, Hotwork/Entry, Respiratory Protection Program, Equipment Lockout/Tag out, and Work Permitting and does not replace or reduce requirements of other procedures.  Diving operations are not addressed by this procedure.

 DEVIATIONS

 Deviations from this procedure and its requirements must be reviewed and approved by the Responsible Safety Officer, Replace with Safety Person’s Name, or their designated representative. The person or department requesting the deviation must submit their intentions in writing. The person requesting the deviation will coordinate the review and approval.

  HIGHLY HAZARDOUS / INERT ENTRY

 Work inside an inerted vessel, reactor or any other confined space should be avoided or minimized.  Where practical, other alternatives such as wet dumping of catalyst and reloading of catalyst under fresh air conditions should be considered.

 The nature of this work requires the RSO, Replace with Safety Person’s Name review and endorsement for each Inert Entry job preformed. The employee/ supervisor requesting the review will present the procedure and the deviation to the RSO.
