An excerpt from ISNetworld® RAVS®* Bypassing Safety Controls Program
Management Commitment/ Responsible Safety Officer
Everyone, at all levels including foremen, supervisors, managers, and executives are committed and have a role and responsibility in enforcing and implementing our safety program. However the identity of the person who is primarily responsible for the Replace with Company Name safety program is Replace with Safety Person’s Name. This person has authority in the workplace to implement the program. In addition to other titles, this person is called the Responsible Safety Officer, or RSO. Any safety-related incidents, complaints, committee minutes, suggestions, etc. will be shared by the RSO through the management chain, along with affected foremen, and other supervisors. The RSO has the responsibility for and the resources to ensure all workers have the necessary materials and equipment to perform their jobs safely.
Bypassing Safety Controls
While initially seemingly counterintuitive, bypassing safety control systems is a serious violation of safety protocols and can lead to catastrophic consequences. However, there are some situations where bypassing a safety control system may be necessary. For example, in the oil and gas industry, it may be necessary to bypass a safety control system to conduct work activities. In such cases, it is extremely important to evaluate the risks associated with bypassing any safety system and take all necessary precautions to ensure the workplace remains safe.
